And for Schwarzenegger: 0 for 4

In a sharp repudiation of Gov. Arnold Schwarzenegger, Californians rejected all four of his ballot proposals Tuesday in an election that "shattered his image as an agent of the popular will," the Los Angeles Times reports.

Voters said no to his plans to curb state spending, redraw California's political map, restrain union politics, and lengthen the time it takes teachers to get tenure.

The state spending measure, Proposition 76, would have limited state spending to an average of the previous three years' revenue; substantially changed the state's education funding formula; given governors new powers to cut unilaterally in fiscal emergencies; and prohibited state special funds borrowing. Supporters included the governor, business and tax reduction groups, California State Association of Counties, and the League of California Cities.

Opposition came from labor unions, Democratic lawmakers, and the Education Coalition, including the California School Boards Association.

In San Francisco, voters approved a symbolic measure that makes it city policy to oppose, but not forbid, military recruiting in public schools. Fifty-nine percent of voters approved the measure, while 41 percent rejected it.
