Get photographed running red light, schools get the dollars

In North Carolina, controversy over a ruling on the way from that state's court of appeals on school districts' right to keep proceeds from red-light camera programs. The North Carolina School Boards Association says the money is crucial to schools. The North Carolina League of Municipalities wants the money for public health, safety, etc. More than 35 North Carolina localities are authorized to operate red-light camera programs, the Greensboro News-Record reports. And on the larger issue, here is NCSBA executive director Ed Dunlap, Jr. on that state's school funding system. Most North Carolina school boards do not have taxing authority.
