'Mid-level staff' at schools finally getting their due?

From the essential PEN Weekly Newsblast, published by the Public Education Network, comes word of a new report by Cross City Campaign for Urban School Reform that trumpets the value of incorporating central office staff and school personnel into the decision-making activities in schools. The report is entitled "Leading From the Middle: Mid-Level District Staff and Instructional Improvement." Here is the executive summary in PDF format. "Our research shows that when mid-level managers collaborate with school staff as equal partners and value their expertise, the opportunity for success increases greatly," reports the organization, which calls itself "a national network of school reformers who advocate for sweeping policy changes and practices to transform school districts by shifting additional authority, resources, and accountability to the school level."

"This is a critical stage for reform momentum, and it only gains importance as districts become more focused on directly impacting student achievement."
